My wife and I own property on Carlton Road which would be adversely affected by the proposed Dickerson-Florida Carlton Road mine proposal in St. Lucie County. We stand to lose several hundred thousand dollars, and our planned future, if this mine is approved. Our ten acres will be unusable. We cannot afford to lose this since it was clearly a rural residential/agricultural area when we purchased four years ago.

I am bothered by the permit under your review. Both Dickerson-Florida (at their website) clearly state they are coquina-rock miners, and the USGS mineral maps clearly indicate the intended area shall only yield shell rock/fill rock.

I also understand that a shell-rock permit allows excavation to a depth of fifteen feet. But the permit request is for limestone mining, which I believe allows excavation to over 45 feet.

This appears to me to be a blatant attempt to circumvent the law. If our legislators have passed laws -- either directly or indirectly by empowering rulemaking -- to restrict shell-rock mining to fifteen feet, then how can an applicant knowingly and falsely apply for a limestone mining permit?

Thank you for your brief time last night. I am concerned about the list of people the county is bringing in to speak at this mining workshop. As you mentioned to me last night one of the speakers lined up is Mr. Howard Hayes of the DEP.

Mr. Hayes is the main individual along with Mr. Alan Whitehouse who is reviewing and issuing the permit for the Dickerson Mine project. I do not see how he is supposed to be independent and so called not connected to any of the projects ongoing or upcoming. I was told by our county commissioners that this was going to be an independent panel having nothing to do with Dickerson, Florida Rock, etc.

This is why we requested a list of the experts to speak, so we feel we are being given a fair shot. We do not want to just show one side or the other, but the whole picture with all the right answers. Whenever I read information presented by Dickerson to different groups it is always a different answer, and this concerns all us.

For instance, Dickerson Florida has asked for the following permits:

St. Lucie County Condition Use Permit 30 Years
Application to US Army Corp of Engineers 20 Years
South Florida Water Management 25 Years
Statement to Chamber of Commerce 15 Years

Now you see why we do not trust anyone who is connected in anyway of permitting this mine. One of the owners of LBFH sits on the Governing Board of South Florida Water Management. So if we are bringing in someone from that division, I feel there opinion is going to be influenced as well.

I hope this workshop will be fair and impartial and not have outside influences from speakers who are required to permit this particular project.

I wish to add my support to Mr. Stickles' position.

I also requested in my email of June 5 for a list of the speakers and their qualifications and affiliations, have not yet received this.

In that same email, I requested the opportunity of a follow-up, namely:

"If the residents feel that the information presented does not convey the impartiality that we feel the Commissioners ought to entertain, we ought to be allowed to organize a rebuttal session with speakers of our choice and also funded out of our own pockets (namely, St. Lucie County's Budget).

We should be afforded the same length of preparation time (two months) for our session."

I sincerely await a response to these two items.

I am trying to work with what resources are available to me to cooperate for an excellent solution for the future of St. Lucie County.

Granted, this issue is a very emotional one. For example, my wife and I will stand to lose hundreds of thousands of dollars if this mine is approved, and we simply can't afford to lose that kind of money without becoming wards of the state. Many of our neighbors are in a similar situation.

Our goal of contributing high-tech employment opportunities to the county will be foiled.

The financial scenario for the county is also appearing to be very negative.

So again, I apologize, Mr. Anderson, but I feel that the need for open and informed debate on this issue is paramount and necessary in our free society, and we residents have received no information from the County as to whether our requests for speakers has even been received, much less honored.

Message: I have lived in Ft. Pierce and surrounding areas all my life. I have seen a lot of changes many good, too many not so good. I am not an engineer nor do I hold a city planning degree. But I don't believe you need either to see that for our elected officials the real determining factor for anything that happens in this County, is the dollar sign. That seems to always be the bottom line with this area. Permits are issued to companies and certain individuals that the average joe could never receive, let alone be allowed to complete the paperwork. Take the S.Hutchinson island monstrocity. Did you know for enough money you can dig a marina and put your own flow pipe in under Seaway drive? Wait it gets better,you can even dredge(trackhoe) a natural grassbar to make it happen! Now lets see if I can get a permit to set a couple of pillings to tie off my boat. Response: We are sorry Mr.Duncan but those pillings will disrupt the seagrass and all its creatures. I just wish we could get a few commissioners,who actually stand for the people who elected them. Just monday night, I sat in the PSL. City Commission meeting. Comm. Cooper decided that it would be a good thing for construction to have a set time to work. I have never had to deal with Comm. Cooper (thank God!) before, but he has no idea of what it is like for the average citizen in this county. He made the ludicrous comment that "you have 63 hours a week to work". I wonder, did he allow for rain? What about the men who are out of work for a period during those 63 hours for personal reasons? How about when the materials that they need which are delayed or don't show up - then how many hours can we work? Why is Dickerson allowed to run machinery and trucks from sunup to sunset 7 days a week and yet they are trying to tell the Little guy, when he can work? Once again - money!We need commissioners who have the backbone to do the right thing. I am so tired of hearing the same promises without action.This Dickerson mining is going to happen and why, because the county wants the money. If we had a commisioner living out here,you can be assured that Dickerson would be looking elsewhere.The elected officials believe sacrifice a few for the many "unless they are one of the few". I will be at the public meeting,looking for someone who is willing to make the right decision.If there is no such person or persons don't you think it should be time to find the right people for the job.
